Statistics have shown that the airport activity continues to increase. The presence of Penn State's research center, athletics, and tourist connections further boost the need for improvements to constructing an access road in conjunction with additional parking.

The growth of the Cirrus aircraft in a few years have exceeded the space to store aircrafts in hangars. Having an avionics and maintenance repair center will further attract the GA aircraft which will boost the local economy.

Similar SOW resulted in last year's $1.4M MMA (multimodal aviation grant). Keeping pavements in the state of good repair is essential to sustain activity. Also, this SOW is not typically eligible with FAA Airport Improvement Project funds.

While I recommend the project, the budget and commitment letters are confusing. The budget submitted is for the entire project which is approximately $26 million while the application is for $3 million. The match letters document funding from many local agencies and from the TIGER grants, but I could not identify the funds specifically for this project.

The retaining wall is on Carlow property. If it failed and blocked the sidewalk it would be Carlow's responsibility to clear the sidewalk (same as snow removal).

The shale gas and timbering industries are currently using this road. Much of the deterioration is due to heavy truck use. I understand there are often local agreements with particularly shale gas to restore infrastructure that has been damaged. There does not appear to be any commitment from private industry.
